The matter has been discussed in the committee in a previous meeting but was sent back to the officials for continued investigations.
That work is now finished and the proposal has been submitted for the meeting on Monday.
It is suggested that the Karlgård bridge shall be built in accordance with the original plans. Neither design nor quality should be compromised in order to press the costs down.
It is therefore proposed that the municipal assembly will add SEK 444.5 million to the budget. That will be a total cost of SEK 744 million of which the state pays 72 million.
In addition extra money is wanted for the legal process that is underway against the previous contractor Kauno Tiltai. The legal process is expected to cost up to SEK 7 million but may be worth it if the municipality wins money back.
Authorisation to initiate is also requested so that phase 2 of the construction can start on 1 May and the bridge could den be opened in the summer of 2027. However, the bridge would not be fully completed until 30 November 2027.
The documents reveal that a decision is urgent otherwise contributions from the state of SEK 72 million would lapse. The new budget must be decided absolutely no later than April 2025.
How is it going with the extra matters the department was to investigate?
When it comes to traffic it is highlighted that all types of traffic flows have increased and are expected to increase. The Karlsgård bridge is expected to see traffic volumes of 5,000 - 6,000 vehicles per day.
An independent examiner has been hired to check that the new calculations will work. The examiner thinks that Skanska’s calculation is reasonable if somewhat high. A warning is issued for price fluctuations that may go up or down.
It has been investigated whether there is any additional form of external financing which however is not possible. In addition to the government grant the municipality needs to finance its bridge itself.
There is a request for cost reduction but the response is that it is planned to be done in collaboration with the new contractor. It is also pointed out that there is a wish to be with good quality in order to reduce future maintenance costs.
It has been discussed what happens if the bridge becomes a simplified steel construction, is only for pedestrians and cycles or if the construction is terminated or paused. All of these alternatives are considered to not work as the municipality long has had an intention to create a new bridge and a sustainable traffic solution in the city centre.
Funding proposals were also to be investigated but those questions are put to the municipal executive committee as it is responsible for the municipal budget.
The politicians will decide on this proposal on Monday.
